supplement Governor's reorg strategy

Republican Senator Robert Klitzkie has introduced Bill 147, and according
to Klitzkie the measure would provide the Governor the necessary tools
he needs to reorganize the government.
“The Governor can abolish agencies, the Governor can transfer functions
from one agency to another, the Governor can go inside of many of the
agencies to bring about economies inside the agencies. He can move appropriations
from one agency to another when a function's been transferred things like
this,” he told KUAM News.
Klitzkie adds Bill 147 contains a mechanism in which public hearings would
be held as the Governor moves forward with reorganization.
There's no word yet when Bill 147 will go up for a public hearing.
