  No. The bill authorizes the Governor to tap into capital improvement funds, The Territorial Highway Fund Construction Fund and the Tourist Attraction Fund Construction Fund with balances of $14,743,414 and $6,730,585 respectively. The first fund contains millions of dollars in collections of gasoline tax which is tied to bonding to build highways. The second fund is likewise tied to bonds and contains moneys from the hotel room tax to be used for capital improvements.

I have opposed bills that use capital improvement money for operations.
