No. There were many
problems with this legislation:
1.) GTA was a capital asset of the the people of Guam. The
proceeds should have been spent on another capital asset;
2.) money is diverted from the Retirement Fund. The funds
should be paid straight into the fund now;
3.) Rural Telephone Bank stock (also a capital asset) proceeds
($14.9 million) are temporally being used. and
4.) there are other priorities for the money: pay down government
debt; pay down tax refunds; pay down EITC liabilites or upgrade
schools, the hospital or power, water, sewer and transportation
infrastructure.
( I am a retiree who received a COLA check. I donated
that check to the "Every Child is Entitled to an
Adequate Public Education Fund" ) |
